As heard on NPR's All Things Considered

When NPR looked at why the price of a ballot signature has climbed so steeply — and what that cost pressure does to the integrity of a petition drive — correspondent Ashley Lopez called our founder. NPR introduced Ted Blaszak as what he is (opens in a new tab) — the founder of a signature-gathering company, two decades deep in the trade — and asked him to explain the economics from the inside.

He described “a radical increase in cost to qualify a measure” over the previous five years — signatures that once cost $2 or $3 now routinely running $20 to $30 — and put the cause squarely on labor: “that’s a direct reflection of much higher costs being paid to the individual canvasser as their labor is more in demand.” On the work itself: “It’s hard work. It really is. It’s often discouraging work. So, people need to be well compensated to do challenging work in today’s economy.”

That is not a throwaway line about wages. NPR reported that Trailblazing paid about $50 an hour on its last campaign, and that Ted — along with Tammy Patrick, CEO of programs at the Election Center, the national association of election officials — points to hourly pay rather than per-signature pay as the policy that does the most to prevent fraud. Paying by the signature is precisely what rewards a circulator for inventing one. It is why several states ban the practice outright, and why we build crews around hourly pay and multi-tiered verification instead. The cheapest signature on the street is the one most likely to be thrown out.
